Representative Air Management Projects

Liesa R. Elliott  has provided consulting services to EPA and clients operating major facilities in the energy, chemical, cement, aluminum, natural gas and construction industries.  Recent regulations have added clients with smaller operations as federal and state rules cover more air contaminants.  She expects this trend to continue with no regulatory relief for her large industrial clients.  Projects include:

Major Waste Incineration Sites (LA) – prepared the air modeling analyses for 12 industrial sites in Louisiana in accordance with latest EPA Region 6 protocols for human health and ecological risk assessments.  Prepared fist compliant air modeling analysis in U.S.  Additional sites are under evaluation in Regions 5, 6 and 10.

Major Chemical Plant (PA) – prepared meteorological data and air modeling analyses for human health and ecological risk assessments.

Major Ethanol Plant Sites (2 SC, MO, NM) - prepared air modeling analyses for multiple proposed ethanol plants for compliance with NAAQS, SAAQS, PSD Class II increment and state air toxic requirements.

Major Aluminum Plant (TN) – prepared PSD air modeling analysis in simple and complex terrain for compliance with NAAQS and Increment standards.

Major Chemical Plant (MO) – prepared air modeling analysis that optimized fuel usage and stack height with  multiple coal-fired boiler scenarios for compliance with NAAQS.

Major Electric Utility (HI) - prepared Title V permit submittals by state deadline for 15 sites.  Production from combustion turbines and boilers burning fuel oil.  Required on-site meteorological data collection, complex terrain, and source interaction analyses to demonstrate AAQS compliance with submittal of emissions inventory, regulatory applicability, compliance status, and operational flexibility.

Four Major Electric Utility Plants (HI) - prepared air modeling analysis for PSD application. Analysis included processing meteorological data and dispersion modeling in simple and complex terrain for NAAQS, state AAQS, PSD Class I and Class II increment.

Two Major Electric Utility Plants (OK) – prepared air modeling analysis for PSD application. Analysis included processing meteorological data and dispersion modeling for NAAQS, PSD increment, and state air toxic standards.

Major Pigment Plant (MS) – prepared air modeling analysis for PSD application. Analysis included dispersion modeling in simple and complex terrain for NAAQS, PSD Class I and Class II increment.

Major Chemical Plant (SC) - prepared air toxic modeling analysis for compliance with state toxic pollutant requirements.

Major Oil and Gas Company (TX) - prepared dispersion modeling analysis for compliance with NAAQS.

Major Cement Plant (NV) - performed air analysis to ensure compliance with Ambient Air Quality Standards (AAQS) prior to submittal of Title V permit application.
